I think that http://www.wpinstaller.com/ takes care of 4 - onwards but you will still need to set up your hosts with Domains etc etc . Believe it or not i prefer to do it the way you described on a individual basis. It keeps good quality control i also i pre-install 20 - 30 wp - plugins It's a optimised SEO install.
